WvStreams is one of a number of such libraries out there.  My
impression is that it's a bit overdone (the netxx page's blurb on it
is "Huge networking library that implements strange things like string
processing", which is fair).  My not-terribly-in-depth look, plus
recommendation from elsewhere, suggests that netxx is the nicest
option, but there are plenty to choose from... (even the (incomplete?)
one already built into Prague ;-)).

I am a bit sad that both netxx and wvstreams use openssl for SSL
stuffs, since openssl isn't GPL-compatible.
