The way I see it, this is pretty analogous to Gnome's Glade. You could
create a similar library that takes a UIML file and calls the
corresponding Fresco widgets. Sure, why not, if you like quickly
whipping up a UI. 

If you were referring to "degradable UI's", where an UI get's displayed
differently if you're using it on a PDA or something, well that's a
matter of choosing a high enough level of abstraction. (Even then it's
not always clear how to degrade properly) But I don't think there's
anything in Fresco that would stop you from doing that.
