new bugtracking system

Hi,

the new Bugzilla based bugtracking system at http://bugs.gephex.org is 
up. The configuration is yet basic. I haven't done much customisation. 
But in my opinion it is already better for our needs than the old 
sourceforge issuetracker.

The next task is to migrate the (open?) bugs from sourceforge to 
bugs.gephex.org, look down the sf tracker and add a pointer to the new 
system.
