Not sure what is going on, maybe something is odd on your system - I
haven't heard
of such an issue before, and the tarballs themselves do seem fine:

$ tar tvf babl-0.1.78.tar.xz | tail -n3 ; tar tvf gegl-0.4.24.tar.xz | tail -n3
