[Gimp-web] Fwd: [Gimp-developer] gimp.org tutorials

Ed contacted me to check on the status of the "Basic Perl" tutorial. He
licensed it as cc-by-sa for us, and I wanted to post it here for posterity.
I'll make the updates this week.
