If you're looking for a place to add additional directories that affect
every project, then Tool->Options is the place to look.  Depending on
what version of MSVC you have the exact name on the dialog might be
different, but you'll find a place where you can tell it how to find
libraries, executables, etc, etc.  On a per-project basis, you can tell
it additional library and include paths under some of the options for
the project.
