  After getting gtk2 from tor's site and fallowing the link to the
download

. I let the installer instal in the defalt file C:\Program
Files\GTK\2.2.1  (
I nead it in this file for other programs) then copyed the three files
  ect,share, and lib to 
 C:\win\sys32 
 then copyed the plugin to  C:\????\GIMP\lib\gimp\1.2\plug-ins
