Win32 gtk+,glib,libiconv,libintl build instructions?

I'm looking for build instructions for the binary packages at 
http://www.gimp.org/~tml/gimp/win32/downloads.html . If there are 
any, could someone point me towards them. If not, (as I suspect, 
based on recent posts in the archives), then let this email be 
another vote for the usefulness of such instructions.
