Building GIMP on Windows

Hi, 

I would like to see how I can help in providing GIMP on Windows and
started to try to build the stuff.

After reading through some older email in this group I found the 
very detailed description by Kevin Myers. 

Thanks a lot, in the beginning I was completely lost, with these steps
I may be able to continue building now. I can also provide a little bit of 
webspace where we could host such a description. If I get time to format
the description a little bit more I will post a link this weekend.

One first issue is that I have is that the downloaded file gimp-1.2.4-tml-20020907-src.zip
only contains another executeable file gimp-1.2.4-tml-20020907-src.exe which
chokes upon executing with "not enough memory for application".

How do I unpack this package? Or is the download broken for some reason? 
I already tried to download the same file from ftp://ftp.arnes.si/software/gimp-win/gimp-1.2.4-tml-
20020907-src.zip with the same results.
