No gdk-pixbuf-csource?

Hello.

I've been attempting to compile the latest development version of
XChat (1.9.8), an IRC client using the gtk+ 2.0 toolkit, under Windows
2000. I've tried using both MS Visual C++ and MinGW/MSYS, both of
which failed, but I've tracked down the major error to a missing
program in the Win32 gtk+ distribution - gdk-pixbuf-csource.

Is this program simply under a different name, or totally absent? What
do I need to do in order to acquire it?
