True, I was refering to the gnome window manager which comes as standard
with RedHat 8.0

Not at all hard, except I am using glade to compile the interface and
gtk_window_set_resizable(...) is the function which is used. Logically it
makes sence that if a window is set to not be resizeable, the
GDK_DECOR_RESIZEH decoration (and perhaps GDK_DECOR_MAXIMIZE) should be
removed.
Is this a potential improvement to gtk?
