Compiling question

I am tring to compile a plug-in and get the following error:
C:\MINGW\BIN\..\lib\gcc-lib\mingw32\3.2\..\..\..\..\mingw32
\bin\ld.exe: cannot find -lintl

Of course to make this even more fun I have no idea what I am doing. 
I am a very fast learner though. Here is my setup:
PATH=C:\WINDOWS;C:\WINDOWS\COMMAND;C:\gimp\bin;C:\gimp\lib;c:\gtk\1.3
\bin;C:\gtk\1.3\lib;c:\mingw\bin;c:\mingw\lib
SET PKG_CONFIG_PATH=C:\GTK\1.3\lib\pkgconfig
SET CFLAGS=-IC:\gimp\src\gimp-1.2.4

I am using the command:
gimptool --install-admin plugin.c

Anyone have any ideas?
