Well I figured it out. I needed to change the makefile that was set 
for unix. I had to add the -mwindows -mcpu=pentium -mms-bitfields -O2 
switches.

Is there a good DOC any where on how to take plugin source and 
compile them to work with Windows Gimp for us non-C programers?
