Saving jpg "Save" defaults?

2.4's defaults for saving JPGs are slightly different from what I 
typically use. I've set them as desired and hit "Save Defaults" 
button, but every time I subsequently go to save a JPG, I have to hit 
"Load Defaults" to get them back. Is there a way to truly make them 
the default?
