Yes. But probably not in the way you think.

Yes, but only the zip files. Which is good if you want to set up a build envrionment, or...

...if you know *exactly* what you are doing and want to update an existing GTK+ installtion.

The GIMP 2.4.1 installer does contain GTK+ 2.12.1 and installs it into the application directory (check the DLL files located in bin). If you do not intend to change this, then there is no need to install it anywhere else.

According to reports in Bugzilla it solve some (you do not get all black anymore), but not the lockup when using the print settings or the placement on the page.
