It is also b0rken for some users. And has not been maintained for a long time.

No. This will only help to maintain the status quo.

What really would be useful is a maintainer for printing from GTK+ application on Windows. And the time of this maintainer is better spent on improving printing for all GTK+-based apps, not only for one plug-in in GIMP.
