Window Manager Hints don't work on Windows (Vista)?

I would like to use the "Utility Window" option of the Window
Management preferences to keep all of GIMP's windows together, as
documented in section 5.2.16.1 of the user guide
(http://docs.gimp.org/en/gimp-prefs-dialog.html)

Unfortunately, it doesn't do anything for me.  I am using GIMP 2.4.1
on Windows Vista.

I found a bug that seems related - 
http://bugzilla.gnome.org/show_bug.cgi?id=171456

but it's not clear from the bug report if this is still open or not or
whether others are still experiencing the same problem.

Can someone out there please confirm whether or not these options work
for him/her on Vista, and whether any workaround is known?
