Helen, Thanks for the clue to use the curves tool. I didn't understand
all the numers, but I did use the curves tool from the menus to 
brighten the color.

Update:
      Although I've been using computers for years, I'm a relatively
newcomer to gimp. I only know how to use some of the basic functions.
I'm not the most happy with the final picture, but it's better than it
was.
Here are the before and after pictures:

Not great, but better. Here is what I did:

    * I saved the picture as an xcf file.
    * The original picture did not have enough space to paste the man, so
I enlarged the canvas size.
    * Next I pasted in the man, and resized him using the measuring tool,
and the resizing layer. Then set the layer to invisible.
    * Using the clone tool, filled in the background above the people and
to the left side, where the man would be.
    * Made man layer visible and chose that layer. Using the
Colors>Curves tool, brightened the man.
    * Switching to the background layer, lightened up the background to
be closer to the color intensity level of the man.

    * Switching back to the man layer, now to fill in the washed out area
in the middle of the man's face.


    * Using the color chooser, chose an appropriate color near the washed
out area.

    * Using the airbrush tool, painted on the chosen color, filling in
all the washed out areas.
    *  Using the smudge tool, smoothed out uneven areas and did a few
other touchups.


That's about as close as I can remember of what I did
