I used to run photoshop 7.0 on a 333MHz pentium laptop with 128MB RAM, it was doable, even with the <512MB of free HD space. By modern standards, this is by all means ridiculous, but claiming it is undoable is just as equally absurd. I can't offer you hints as to what kind of software is out there as I'm currently running gimp on a much more modern machine. But when a laptop from '99 can run an earlier version of photoshop, then there must be some software out there that does what you want and with the computer power you have.
