The current stable version TG book/manual (PDF format) can be downloaded here . HTML is here ... don't think the HTML version can be d/led, looks more of an online reference) . 
No hijacked site ... proper Gimp documentation website.

 I didn't have to go to 4shared.com at all.  If you scroll down a bit
 you'll see a link that says, "Download File".  Click that and BAM, you
 got your PDF.
