Filters missing after upgrade to 2.4.2

Anyone else seen this problem or have a suggestion? I was using Gimp
2.2 on Windows Vista just fine. But when I upgrade to 2.4.2 the
Filters menu goes empty except for the "Blur" category. I tried
completely uninstalling (including removing program files, user files
, and registry entries) and re-installing, but I get the same results
- 2.2 works OK, but 2.4.2 is missing almost everything under the
filters menu...
