Sorry to contradict but on gimptalk we had a lot of report about it,
Quite a lot with the RC and the first stable release, a bit less for 2.4.2

maybe you had less report because most average users find bugzilla too
unfriendly

 sorry i thought how to reproduce was intuitive, here the needed step

1 install gimp 2.2
2 uniinstall gimp 2.2
3 Now install gimp 2.4

Not sure if this will reproduce the issue in a emulated windows
enviroment,
as that often used by developer for testing 

but good chance it will in a real windows machine
