Uninstalling GIMP 2.2 won't touch the .gimp-2.2 profile directory, so as far as the user profile migration is concerned, this shouldn't matter. Did you research whether keeping 2.2 installed does prevent this problem?

A possible reason could be that users did change their plug-ins directories. These are written in gimprc and do appear in the preferences. If these do point to the wrong location, no plugins are found.
