Missing plugins from menu

Installed gimp 2.4.4 on windows vista, but plugins provided with the 
installation are not added to the menu.
I can see an exe file with the plugin name in the plugin directory and 
can see it in the plugin browser but can't access it since it's no 
where to be found in the menu.
