you can find some information for plugin, on
Toolbox -> Xtns -> plugin browser

choose a plugin on left side, then informations about the plugin
appears on right side.
for example, "blur"

plug-in-blur  <- plugin name, probably file name
GIMP Plugin   <- type of plugin
<Image>/Filters/Blur  <- locatoin of plugin menu
Simple blur, fast but not very strong    <- simple description.
