No. Due to changes introduced by Windows Vista, I can't support
non-administrative installs in the installer anymore. If you want to
install without administrative privileges, copy the installation folder
from another computer.

You probably shouldn't be putting software on the computers there then.

Not anymore - there were too many problems with incompatible GTK+ versions.
