PSD (Photoshop) file support to be deprecated

The GraphicsMagick project has not had a maintainer capable of completing/supporting the PSD (Photoshop) file format support. This file format is very complex and inadequately specified (Adobe provides only a high-level summary) so it requires a dedicated maintainer who is able to focus regularly on it and address any issues. The inadequate state of the current PSD support is a security hazard and places user files at risk. This is a heads-up that I plan to remove PSD from the default build and that a configuration option will be required to add PSD back to the build. This change will occur in the next GraphicsMagick release. If a maintainer is found and the PSD support is suitably improved, then it will be returned to the default build.
