GraphicsMagick 1.3.27a is available

Unfortunately, I made a typo in the version.sh PACKAGE_RELEASE_DATE 
specification string.  Some shells apparently ignore a missing string 
termination and work as I intended whereas others do something 
different.

To address this, I have pumped out 1.3.27a tarballs to 
ftp.graphicsmagick.org.  I do not have time to upload the tarballs to 
SourceForge at this moment so that will come later tonight.

The updated package identifies itself as '1.3.27a' and with a release 
date of '2017-12-11'.  Since the release version information is stored 
in the library and headers I also bumped the library '.so' revision.

There will be no associated Microsoft Windows Visual Studio release 
packages for this fixed release.
