I got the following reply from ActiveState: ..... If you are using 32-bit ActivePerl for Windows, you can download MinGW and dmake via PPM. If you are using 64-bit ActivePerl for Windows, you need to download the Microsoft SDK for Windows 2003. ..... I set up a virtual box with Win XP for a new 32-bit build environment and will give MinGW / dmake a try.
