The GraphicsMagick configure program writes workspace files for Visual Studio 7.0. Naturally, with 7.1 Microsoft decided to significantly change the XML file format from the one introduced with 7.0. So it has to update the format, which causes some problems. All of the UTIL projects are supposed to depend on the Magick and Magick++ projects.
