Probably my error.  I just checked and in my build 'xlc' was used 
rather than 'cc'.  If a failure is encountered, you can check 
config.log for the error message the compiler printed when the test 
failed.

Here is a summary from a configure log:

It used to be that all of the delegate libraries were available on 
this machine but it is someone else's machine and due to 
administrative changes they are no longer available to me.
