It is clear that there is a problem, however, I have verified that
both GraphicsMagick and ImageMagick are broken when rendering the
vectors for this WMF.  It is not clear if the vectors themselves are
wrong, or if GM/IM's renderer is broken, but it is worth noting that
libwmf's renderer gets this drawing right.
