X11 user programs under MacOS-X?

Can anyone tell me how to install the X11 user programs under MacOS 
10.3?  I have a new Mac here but have not been able to figure out how 
to install X11.  I have read claims that there is an X11 install 
package on the third DVD, but all that is on this CD is MacOS9.

Is it necessary to do a full re-install in order to get X11?
