libtiff and lcms updated

This weekend, the GraphicsMagick Windows source packages were updated 
to libtiff 3.7.4 and lcms 1.15.  The libtiff 3.7.4 update is 
particularly significant since GM was using a three year old version 
of libtiff, and this paves the way to easily updating to the 
forthcoming 3.7.5 and later versions.
