Deprecate Windows '9X and ME?

It seems that Microsoft has deprecated versions of Windows prior to 
Windows 2000.  From a feature/performance standpoint, there are 
benefits to GraphicsMagick from doing so as well.

What impact would there be to the GraphicsMagick user base if the 
GraphicsMagick 1.2 release is not compatible with Windows '9X and ME?
