Lightening up GraphicsMagick

Since I am the one doing the work, I have reviewed the situation with 
GraphicsMagick distribution files and have decided that it is time for 
them to go on a diet for GM 1.3.  I will be eliminating the .zip and 
.tar.bz2 files.  The .zip files are absolutely huge and wasteful. 
The .tar.bz2 file is hardly smaller than the .tar.gz file.  I think 
that Windows users can easily download 7-Zip in order to deal with the 
very compact .7z format and avoid a 25MB download.

I also plan to eliminate the static builds for Windows.  It is likely 
that they are popular but they lack features of the DLL builds, take 
lots of time for me to build, verify, and upload (at least an hour 
each), and waste resources.  It will of course continue to be possible 
for people to create their own static builds.
