Are you sure that this approach is right? I am not convinced that
there is an actual bug with the RPM SPEC file.
It seems that '%files c++-devel' already depends on '%if %{cplus}'.
It appears that the existing user option 'cplus' should be sufficient
for blocking use of the C++ shared library and Magick++ headers.
If the cplus option is 0, then --without-magick-plus-plus is added to
the configure command options, so no C++ code should be compiled.
The user was surprised because the defaults did not work due to no
usable C++ compiler being installed (quite unusual on a GNU Linux
system).
