I'll bite. Sorry for adding to the noise :\

The image comprises both images - the soldier and girl - interlace in 
a 1x1 pixel grid. The girl is low contrast so it's not immediately 
obvious (though can be seen once you know its there).

When an image is selected in IE6, instead of overlaying a flat 
semi-opaque layer to indicate selection, it overlays a solid layer 
with a uniform 1x1 pixel "knock out" dither to make it appear 
semi-opaque - kinda like we used to do on 8/16-bit videogame era to 
create shadows (such is IE6's ancient code).

The result is that all the soldier pixels are obscured by the solid 
blue pixels, leaving only the girl pixels visible.
