File/command access confirmation API in GraphicsMagick

Development GraphicsMagick now includes an interface whereby a using 
application can be notified about any file or execution access in 
advance and is able to deny that access via a return code.  This can 
be more reliable for controlling actions than attempting to validate 
input parameters.

The above page does not document the enums.  This is the definition of 
ConfirmAccessMode:

Any and all comments are appreciated before the interface is totally 
set in stone.

CVS HEAD and today's development snapshot include the initial 
implementation.
