PerlMagick build change

In latest CVS HEAD and today's snapshot, building PerlMagick is no 
longer enabled by default.  It is necessary to specify --with-perl in 
order to add PerlMagick.

Due to problems with trying to get the PerlMagick to work consistently 
across OS versions and Perl versions, using --with-perl now only fully 
builds a static PerlMagick.  A static PerlMagick is primarily useful 
for development testing.  When GraphicsMagick is configured with 
--enable-shared to use shared libraries, the PerlMagick source tree is 
prepared, but PerlMagick is not built.

For shared builds it is necessary to first build and install 
GraphicsMagick, and then finish building PerlMagick via the simple 
instructions in PerlMagick/README.txt which is basically just

   cd PerlMagick
   perl Makefile.PL
   make
   make check
   [ su root ]
   make install

Please report any issues encountered.
