This seems reasonable to me.

Storing thumbnails in image files is not generally useful since 
applications which use thumbnails are already prepared to create them, 
and the application usually has its own (often user-specified) 
requirements for the thumbnails, and its own way to cache them.

Stored thumbnails can also lie about the actual image content so they 
should not be trusted.
