It is true that I started work on creating a TclMagick build environment. I have not checked it in since what I have right now is a stand-alone environment based on templates and macros from the Tcl project. I was hoping to fully integrate the build with GraphicsMagick/ImageMagick in order to eliminate a lot of overhead and ensure coherency. I have not touched this task since September 1st. If someone is willing to continue work on it, I can check in what I have. Access can be provided to the GraphicsMagick CVS repository. It seems to me that Tcl is about as common as Perl in the Unix world, and TclMagick is pretty small, so it makes sense to include it with the base IM/GM package. A further reason for my interest in it is that it helps to validate that GM's version of the Wand API library is compatible with the IM version.
