This project is free software and not the product of companies (e.g. 
Microsoft, Apple, and Google) worth many tens or over a hundred 
billion dollars, who could easily afford to purchase the patent rights 
required to support HEIF.

The only way that HEIF could be legally supported by GraphicsMagick is 
via an API artifact of the operating systems (or video card vendor) 
which have paid the patent fees to allow software to use that API to 
encode or decode the file without paying additional patent fees. 
Users interested in HEIF should be helping to identify such interfaces 
and implementing a coder module based on them.

Giving software away for free does not protect from patent issues.

I am hoping that an image format based on AV1 
(https://en.wikipedia.org/wiki/AV1) will become competitive since it 
does not suffer from the patent issues, and is claimed that all of the 
major browsers will be supporting it.
