Installing GraphicsMagick under Windows 10 produces warnings on desktop app links

Within the past two weeks I have noticed that installing 
GraphicsMagick on my Windows 10 system via its normal Inno Setup 
installer (using the option to update the executable search path) 
results in all application shortcut links (icons) on the desktop (e.g. 
to Windows Control Panel) having a red exclamation mark added.  It 
takes a day or two before these markings are added overnight.  There 
are no security warnings from Windows Defender and no indication as to 
why the marks were added.

I do not see any similar markings in the normal Start menu.

When I uninstall GraphicsMagick via the control panel the red 
exclamation marks go away immediately.  If I then re-install 
GraphicsMagick, the red exclamation marks come back in a day or two. 
I don't know if the red exclamation marks go away specifically due to 
uninstalling GraphicsMagick or if the same would occur if any package 
was uninstalled (very few add on packages are installed on this system 
since I use it primarily for GraphicsMagick development).

Previously GraphicsMagick was installed for a long time using the same 
installer without these red exclamation marks appearing.

Is anyone else seeing this issue?

Does anyone know what might be causing the issue?
