Unfortunately, this happens from time to time with SourceForge's Hg server when accessed via http (it works better with ssh). I suspect issues with a http load balancer. If the problem is not already gone, a SourceForge bug report can be opened about the problem and they will do something which will at least temporarily clear the problem. Given the recurring issues, it is best to retain any GraphicsMagick hg clone since it takes quite a lot less effort to update an existing clone rather than clone from scratch. I see that Google's oss-fuzz last tried to clone the repository on the 22nd, and it did work at that time.
