I am referring to the code under 'libxml' in the GraphicsMagick source 
tree.

I see this in the changelog 'ChangeLog.2019' file:

   ChangeLog.2019: * libxml: libxml2 is updated to 2.9.10 release.

I am not seeing any mention of libxml2 updates in 2009.
