Unfortunately I don't believe this feature is currently implemented natively in OpenJPEG either. I do have an issue request with them for this at the moment: https://github.com/uclouvain/openjpeg/issues/788

If you are asking about a JP2 writer feature, I don't see any current support for this in the JP2 writer and I don't see any Jasper option to specify resolution either.

Perhaps when OpenJPEG is supported, this will become possible.
