Modulate hue changes applied

The changes I described a week ago regarding -modulate hue parameter 
interpretation are now available in GraphicsMagick CVS (both 1.1 
branch and head) and will be in the next source snapshot.

Prior to this change, adjusting hue was actually corrupting the image. 
With the change, the original image may be recovered by adjusting hues 
to the original values since adjusting hue simply rotates each pixel's 
hue by a constant number of degrees in the 360 degree span.  Any 
application which uses hard-coded hue adjustments will need to be 
fixed.

This is the new description of how the hue adjustment parameter works:

Hue is the percentage of absolute rotation from the current
position. For example 50 results in a counter-clockwise rotation of 90
degrees, 150 results in a clockwise rotation of 90 degrees, with 0 and
200 both resulting in a rotation of 180 degrees.
