GM 1.2: X11 & development libs removed from Windows builds

In the past, GraphicsMagick has included X11 support and develoment 
libraries in headers in its "DLL" package.  With an objective to 
remove bloat from the package, I plan to not include these in the 
pre-built Windows installer packages, although it can all be built 
from source code.

I suspect that most Windows users do not use X11 or even know what it 
is.  I also believe that the development libraries which were built 
include dependencies on the compiler I use so they are unlikely to 
work properly with some other version of VC++.
