New Windows development snapshots

Today I pumped out some new Windows installer packages (based on CVS HEAD) for testing. They may be obtained from ftp://ftp.graphicsmagick.org/pub/GraphicsMagick/snapshots/ We can always use some more brave people to help test GraphicsMagick and make sure that it is good prior to release. Tremendous bravery is not required. As usual the GraphicsMagick install package is much smaller than the ImageMagick equivalent: ImageMagick 14MB GraphicsMagick 3.7MB GraphicsMagick is clearly the "greener" solution.
